Blue Dogs: whose hand do they lick and whose lawn do they shit on?

The Blue Dog Democrats voted against any kind of public health insurance option in two Senate committees AGAIN.

If a dog shits on one guy's lawn and licks another guy's hand, can you guess which guy owns the dog?
